Honourable Colonial Secretary,
I beg to inform you that Mr. Fredrick Charles Dowling, a recruit enlisted by Crown Agents, and who arrived here on 23rd inst. per s... "ilantus" has not been passed as medically fit on account of eyesight. Except for defective vision he is in all repects quite fit, and I therefore propose to take him on as I am given to understand his eyesight may improve.

The Crown Agents should be asked for an explanation as to how this recruit passed the sye test at Home, and whether any statement as to this man's sight was made by the examining Doctor.
